Disagreement with what to do with Oden - offer him a long term deal, just the qualifying offer, or nothing at all. Disagreement with what to do with Roy - use a possible amnesty clause? Most likely the Vulacans realized that Cho has a mind of his own and are looking for a puppet instead.
