Is it in effect right now? I thought I heard something about it starting from a day before the draft up to 1 hours before the draft but I can't remember exactly.

No. It's July 1-10. That's the time for the bean-counters to figure out the new salary cap number.

Draco is right. There is a slight trade moratorium today. Not sure when it starts though? I believe it's right before the draft starts though

I can't find anything in the CBA FAQ about a prohibition on trades on draft day. It seems to me that we've always heard of trades taking place even during the draft.

IIRC, it's not a moratorium on trades during draft day. It's a deadline for when a traded pick will be announced as the new team's pick. And I think it's 4 hours before.

For instance, if right now we traded the 6 pick for the 2, then Stern would announce "With the 2nd pick, the Portland Trail Blazers select..."
If we traded right before the draft (b/c CHA didn't get any better offers), then it would be "With the 2nd pick, the Charlotte Bobcats select (Portland's choice)". Bucher and everyone would then say "This pick has been agreed to trade to Portland for X" but the guy will put on the CHA ballcap/jersey/etc. Then at the end of the first round they can start announcing trades in order of league approval.

Draft order locked in now. Any trade will likely result in this situation until officially approved-- http://ow.ly/i/JmKy

I believe it is now in effect. Trades can obviously be made, or leaked or whatever, but not "official" I don't believe.
