The trend is for players to not take the extensions. They can get another year by going UFA and signing a bird extension.
Timing on this is interesting. It was done last week. Trying to gauge his interest in signing long term. If he rebuffed then which we don't know. That would open up the possibility of moving him. So I wonder how he responded.

I think I would have done it two or three weeks sooner. But it's good to know they are being proactive.
All I think here is "Of course they offered him the extension--it benefits the Blazers to do so. And of course he declined it--free agency will be worth many millions more." It's news, but it's not. Kind of like Lebron opting out: to anyone paying attention, it should have come as no surprise.
