MGB's wife asked me if I had any interest in this today. While I do as a sports collector, I let her know that Sabonis played before I was a Blazer fan and that someone else would probably value it more than me. Not for sure what to price it at. Told her I would try to find a home for it and a few dollars for her.
Not for sure what the best way to sell it is or what it is worth. Silent auction might work with a minimum.
Regular auto photos that are not framed are near $100 on Ebay. It is a pretty nice frame and figure at worst I could put it on Craigslist for the same, seeing what interest it has. Not for sure what tax bracket she is in but guessing it would be better to take cash.

I'd probably say you could ask $175-200 asking, but realistically about $125-150. Why not do a RipCityTwo Raffle. $10 per ticket, minimum of 20 tickets and random drawing. Who knows, I'd probably be in for one. Or something innovative like that. Its for MGB's wife, so something from the community would be nicer I think. I'm not a huge autograph seeker myself.
Looks like a raffle might get Denny and us in trouble. Does not seem to be as much interest in an auction so I will figure something out.
