I would suggest just talking and bringing up your feelings. That's a good way to start. And yes, I've had this happen before. One time it was because she was on her period and didn't want to start things then. Women and men are really similar, but there are some not so subtle differences. Get used to that.
I've tried believe me. One time she said its something she doesn't like to talk about. The other time she changed the subject. Hold on for a little while longer. Sometimes people just need time. My longest lasting girlfriend of 3 years took about a year of effort. She didn't want to rush into things after years of going from boyfriend to boyfriend. I understood that and took it easy for a while until SHE made it known that it was ok. That is the key.
