After a quick glance I would say G. But that seems pretty obvious so I’ll have to stare for awhile longer as I’m sure there is a tricky trick.
How do we know the faucet isn't going to be turned on full blast once the question is answered? And are we sure it's water? What if it's dripping hair gel, or some other gelatinous substance that won't travel through the pipes? There's just not enough information. And the answer is F.
What if it is just a drawing where someone has colored part of it blue? Whoever has the blue pen can fill up whatever tank they want. barfo

Interestingly enough, this question (or one exceedingly similar) was on a wastewater certification exam I was required to to take by the State of Oregon many years ago......I have no idea if I got the particular question correct but I passed the exam. Pro Tip for those who might be struggling with the question: Shit rolls down hill........
I'll go with String theory....an alternate reality where space and liquid are one and the same so it's both empty and full at the same time depending upon how you perceive it
