    To be fair, intent is not part of the statute. Either it was mishandled or it wasn't. Clearly it was. Some guy from the Navy went to jail for taking photos of a sub to show his family. He didn't mean to violate national security, but he did. Hillary Clinton didn't intend to make it easy for foreign governments to steal her e-mails, but they did. What's the difference?
