Honestly, the NBA shouldn't finish the regular season, because there's no incentive commiserate to the risks for teams on the outside looking in. Let those teams stay home.

Silver does have a really tough decision to make. Whatever he and the NBA decide, there are obviously going to be some pissed off people that disagree. Whether that be players, staff, fans, or general public, he is pretty screwed here.
I think the play-in tournament is the best route to go. I can't see making the teams that are already eliminated or who have no realistic shot at making the playoffs come back and play out the rest of the regular season in a somewhat risky environment. OTOH, I can't see handing the Grizzlies & Magic the 8th seeds just because they happened to hold that spot when the league went into shutdown. If he just goes with the existing top 16 teams, I'm going to be pissed off. I get that some fans are going to be pissed no matter what he does, but I think he should err on the side of generating the most fan interest and giving the most teams a shot at making the playoffs.
We were 10 games behind Dallas, there is no way we could have caught them. It's unfair to make the Mavs play in a wild card sorta thing. And the 8 teams in the east are pretty set in stone as is. Washington is 5.5 games behind #8. So Memphis was the only one really in question when the league shut down, and fighting them for that spot were: POR/SAC/NOP/SAS all sitting within 4 games behind #8. If we just do a wild-card tourney, I think it would really satisfy everybody. Maybe a round robin with the four teams, and winner facing MEM for the 8th spot. It would be pretty straight forward with 13 games total, which would take about a week max. And each of these teams would have to play 3 games + 1 if they have the best record. Adding 4 games for the 8th seed prior to the real playoffs would be fine. The other 15 teams would get byes.
