The NFL sent out a memo to all team executives and coaches on Saturday, saying it plans to begin training camp for all teams on July 28. The league is going ahead with the camp schedule while continuing to negotiate several issues related to COVID-19 and the season, including frequency of testing, the amount of time players will be given to prepare for the season, the preseason schedule itself and opt-out clauses for players. The number of COVID-19 cases is spiking in many states and the number of new cases in the U.S. is setting record highs each day. If I understand correctly, the player's association is still negotiating the safety protocols with the league; so I am guessing that this is a concerted effort by players to put some pressure on the league. I do not interpret it as players not wanting to play.
