Randolph was a passenger in a car that was stopped June 8 in Portland, Ore., for speed racing, careless driving, failure to obey a traffic signal and no front license plate -- all traffic violations. Two loaded handguns, belonging to Randolph, also were found in the car. Randolph, however, was not cited because he has a concealed weapons permit for the firearms, said Officer Catherine Kent, a Portland police spokeswoman. The police will return the guns to Randolph since they were properly licensed and registered, the team said. "During the past few years we have tried to hold our players to a higher standard of accountability and behavior," team president Steve Patterson said in a statement.
