The guy had a knife and was attempting to throw it at the officers. They tried to stun him but to no avail. The guy lost his legs in another altercation with police.
How do you attempt to throw something? You either throw it or you don't. Looking at the video there was no "attempt."
You raise a knife over your head and face someone. Even the threat of deadly force is sufficient to use lethal force. The shooting was not on the video either. We'll have to see the body cam video I guess.
The rules of engagement for a knife do not apply here. Cops deem anyone within 25 feet a threat if they have a knife because you can cover a lot of ground very quickly...... but this dude has no legs. Like...... come the fuck on. No. This guy is not a threat.

You can certainly attempt to throw a knife. You get ready to throw it. Face the officers, have the knife in your hand, engage it in a throwing position, but then change your mind at the last minute and continue to run or wait for a better opportunity. If he has the knife in his hand, he's a threat. One can turn around and throw a knife in a fraction of a second, even from a retreating position.
Well, he may be a crackhead. Who knows. They tried to taze him and he didn't go down I guess. Crackhead strength is nothing to fuck with.
I know the LA laws, and that knife's blade is not legal to carry in public. Max is 3". I'm sure he's a street food vendor and simply cooking tacos for his family though.
