I don't think the article is real, though it's probably a good idea to either pay for or get permission from the artist before using their work, even in a political campaign. Fox News sent a similar request to the McCain campaign because they used the voice and maybe the likeness of one of their reporters in a campaign ad.

Yeah, but it's fairly amusing (if this is real) to donate the reimbursement to Obama's campaign. Symbolically, funny for McCain to be contributing to Obama's campaign with every play of the song.

you can't use copyrighted material without the express consent of the copyright owner. You can't use material without permission. In this case, they are probably upset because they don't want to be associated with McCain's campaign.
