Nope it did in the past, but now when you sign extensions, it doesn't take effect on salary cap until the following year.
Not necessarily. Portland could discreetly let Bass' agent know that if the Millsap deal falls through, Portland would have interest in Bass. Then, unless a take-it-immediately-or-leave-it deal comes along in those 10 days, Bass and his agent would have an incentive not to sign too quickly....an extra buyer with a lot of cap room.

that's a great summary of the situation. This Millsap offer (or just the rumor of it) is all about killing Utah's leverage with Boozer and trying to force them to use us as a facilitator.
