How doesn't it follow normal tax laws? Buying lottery tickets is, as you note, voluntary. This is an opt-in way for government to generate revenue. It's like saying that raffles are a sneaky way for churches/clubs to tax their members. It's not particularly sneaky, it's an explicit attempt to make money. Just as buying a carton of milk is. In one case, you buy a small chance (vanishingly small in the case of state lotteries) to win something, in the other case you get a carton of milk. Your choice as to what you opt to buy.

I do understand you point... but it just seems like a way to squeeze money out of the non-rich. No one buys a lotto ticket to give money to government... they actually believe they can win... even though the odds are that if I bought a powerball ticket every day and there was a drawing every day it would be about 10,000 years before I could expect to win once. Well, it's often said: the lottery is a tax on people who are bad at math. I do understand your feeling that it is regressive in that it plays upon the irrational hopes of those who generally aren't doing too well. Of course, if the lottery didn't exist, such people would try to day trade their way to fortunes or simply go to Las Vegas. There will always be ways to gamble for people who hope to make a quick buck, or lots of bucks, without the education that they either don't have the time, money or motivation to get. At least the government may distribute some of it back in the form of infrastructure and social programs. Casinos definitely aren't going to do that.
