Don't you remember how long it took us to offer Brandon? Maybe they're waiting it out until the offseason when they can test the market. They obviously have his bird rights, so its not a big deal with a restricted free agent. Teams do this often. By the way, I read they were in negotiations.

That's true. If the Blazers don't offer a QO, then they lose the Bird rights. It's a given that the Blazers will offer the QO, though.
The QO has to be offered in order to keep Bird rights. The risk of doing so is that Oden may decide to take the QO, but if he accepted it his agent would be the dumbest agent in history.
