Secondly it could be argued that turnovers are huge momentum swings and are probably valued as much as being able to shut down one side of the field, which Bailey in his prime was also able to do.

Pro Bowls are popularity contests. All Pro selections usually go to the best players on the best teams. Asomugha has played on a perennial loser, but that doesn't make him a lesser player. I'm not disputing Champ's skills. He's one of the best CBs in my lifetime, but Nnamdi gets overlooked due to being a Raider.
As far as Harris goes, his lack of tackling doesn't even matter. If he proves that he's an elite cover corner (I won't even use the word "shutdown" because those don't exist outside Nnamdi & Revis) he'll go in the top half of the 1st.
