It's tough financially, but families do get some money from the Government to help with the extra cost of food, clothing and such I am sure Syracuse is a fine university, as long as you don't go there wanting to be a good pro basketball player
How much do they pay you? Are the kids covered under programs for insurance and school meals? Any other perks? It probably differs in each state. In Minnesota, Michelle Bachman made her living this way for several years.

Covered under insurance program, and I'm not sure how someone could make a living off of this. We haven't got all of the details yet, but I think it's around $600 a month per child
$600 x 4 = $2400 a month = $28,800 a year this included with likely food stamps, housing vouchers, and healthcare...there are many families of 5 or more living on less
My ex-brother in law's wife couldn't have children so they adopted 5 unrelated babies all at once. He wasn't paid; he can afford it because he's a doctor. 4 were a little retarded and 1 had such bad health problems that they took him back after a few months. The kid died a few years later from his heart. My kid visits his remaining cousins every year and plays with them.
Helathcare is included. I am not sure about the other stuff though? Living on this would be tough, but making a living off of this, I can't imagine. Just going over in my head with my own kids expenses...... Daughter - 16 Guitar lessons - $100 Clothes - $100 Make up, hair, mani/pedis - $200 Care insurance - $275 (for her) So that right there is almost $700 and we haven't fed her yet, or cooled/warmed the house, did anything social (movies, concerts, phone, whatever)
