    Actually, Portland can make moves utilizing cap space until the deal is matched, so they are good

    I think it's the opposite, the amount sits in Minnesota books until we decide to match. Blazers have until they decide to match to use up their remaining cap space. One reason why Blazers didn't have Hibbert officially sign the offer, so they wouldn't have his contract on their books and not be able to make signings.
