It started in the Carter administration and has continued thru pretty much all of them. It's also a state problem. I know Oregon has reduced spending for mental health. The problem didn't start with reductions in social services. It started with Reagan doubling and tripling the taxes of the common man while destroying the unions and decimating the incomes of said common man. The result is a huge increase in broken lives which the system was never designed to handle. I'd like to see Obama declare a state of emergency as a way to instill true socialized healthcare. Not sure why nobody has ever thought about it.
