He's very good at developing young players though.

That's his rep. Is he really though? Would Roy, Batum and Aldridge be drastically worse players with different coaches? What kind of a job did he do developing Randolph?

I've argued before that he's pretty good at getting the most out of guys with limited talent. Blake, Przybilla, Outlaw, Jack, Webster, Khryapa...I'm sure there are others. Lots of examples of youngish scrub/role player guys who have some of their best years under Nate. His low possession slow pace style probably makes it easier for less gifted people to avoid mistakes that cost wins.

But is he a coach who helps create/improve featured players? If he'd been coaching the Thunder the past 4 years would they be any better than they are now?

I don't know. It's interesting to think about....

He's accustomed to Paul Allen wages. He started at $5M per year and ended at 7 or 8. Charlotte's the cheapest team and he and they didn't talk very long.

He has a big adjustment to make in pay expectation, which will keep him unemployed.

Yup. He's probably gonna wait until his current contract ends after this season, and he stops getting paid before looking for other jobs.
