It used to be the conservative argument that you should tie the cost of something as close as possible to the beneficiary. It was an argument I always found pretty convincing. You pay for a road by local people paying taxes for that road, or better yet a local gas tax, or better yet a toll. Tie the benefit to the cost, and you won't get as much reckless spending or regulation. That's cap and trade. The whole premise of the system is to put a dollar value on the public cost of pollution so that corporations don't free ride. It's a very conservative idea when you consider that the only alternatives are either one-size-fits-all regulation (yuck) or hoping that business who pollute a lot go out of business because of bad PR (good luck with that, given how international commerce has become).

Most timber that is harvested now is private. Weak ass lies like you tossed out are what destroyed the industry in this state. There are tons of things that are no longer funded by the timber industry, many I would have to believe are near and dear to you. Funds paid to schools alone are the reason timber counties are so short of budget and begging for taxes to be raised..
Well, it just discourages business growth in California due to the extra cost and regulation involved. Businesses will naturally just move or liquidate.
