yeah..this was pointed out months ago.. The latest discussion I caught on NPR with the latest head of obamacare, when asked by the host what would happen if the gov could not get enough people to sign up to support obamacare, what was the contingency plan? The answer was that they were already looking into adding a "Fee" to cover any imbalance, and that "adjusting" costs were always considered an option.
