I think we have already seen the results of "small nuclear war" Between 1945 and 1967 over a hundred weapons were detonated. The results were measurable but not catastrophic. Here is a list of the tests run by the US in the Pacific, not including those use on Japan. To date TEPCO's Fukushima reactors have spewed over 100,000 times as much Cesium 137 as Chernobyl and all the nuke tests from the 60's combined. Still dumping hundreds of tons of radioactive water directly into the Pacific Ocean every day.
