True, home values continue to rise, but there isn't a direct correlation between that and what you pay in property tax. Millage rates (the amount charged per $1,000 of assessed value) are calculated based upon the sum of the millage rates of each of the taxing districts (schools, cities, sheriff, etc.) that your property is located in and they, in turn, are directly related to the operating budgets and special levies of those taxing districts. The increase in the operating budgets of schools and other government services is the main driver of increased property taxes.

Assessed values of properties are not directly related to market values either. Measure 50 locked in the value of property at the 1995-96 market value and allows for a maximum of a 3% increase annually thereafter (unless you do an addition or a major remodel, in which case the Assessor can jack the rate up more than that). This results in a huge tax penalty for people who buy newer homes. A home built before 1996 will have had its assessed value limited by the 3% maximum increase since then so that it is significantly lower than an equal market value home built in the last few years. The tax differential can be $1,000 or more annually, depending upon the home value.

In summary, property taxes are a totally jacked up mess in this state and I have no idea why we seem to think that a sales tax would be worse than this mess.

    Replying on the bolded part.

Sales tax would be worse, because knowing how the State works, they would implement the sales tax AND continue to fuck us over on property taxes. I continue to vote no on all increases of bond measures that directly affect the Millage rate because I want to try and force (schools, govt. services, etc) to be more fiscally responsible. Unfortunately for me, most people continue to be influenced by fear of these service failures and continue to vote for their rate increase.

There's no racism in here. Dvvis espouses some very passive aggressive ideas, not agreeing with those ideas is not racist.

So you think it's better for renters to pay no tax as well as visitors or tourists....Oregon seems bent on financing everything from property tax, alchohol, tobacco, gas and gambling. If you don't support any of those you get a free ride here.

I sympathize with the fact that rent is going up while wages are not. That's a real problem, but to say the answer is to stop improving an area? Come on. Blacks act like it's some kind of deliberate action against them. But it's really an economic issue that affects everyone.

I mean.... there's a reason why people shouldn't discuss politics or religion, right? Most of the time people who want to post about politics, do it on a site that's leaning more towards their beliefs. This site is different because we are all here for basketball, first and foremost, but we chime in on politics/news/etc because it's there. We might all agree on our love of the Blazers, but we don't all agree on how to run the country/state/city/etc.

I said nothing about renters. (that's an entirely different discussion) I said I am not about to take another tax (sales tax) in this State when they can't even get Property tax correct and believe me, I pay my fair share on property tax....

I see no baiting, unless you're just that sensitive to an online forum. I see people posting their opinions and some people disagreeing with those opinions replying in return.

We do have the historical record to guide us. Oregon has a Sales Tax. The tax was implemented about 1970 on cigarettes and tobacco products. It was approved by the voters whom were given the specific promise to use the revenue to reduce property taxes. It never reduced the tax even one year. This tax started at 4 cents a pack and has increased to dollars but never reduced the property tax as promised to the voters.

Who among you, with a sound mind, would believe property taxes would be reduced upon the implementation of a sales tax, if the voter were gullible enough to approve the levy?

But on the other hand, taxes probably did not motivate the carnage cause by the woman on a mission in Vegas. I imagine she feel a bit down for killing an Hispanic woman. Mission not entirely successful.

Well we don't know the answer to that but what we do know with sound mind is that everyone spending money in Oregon...say..Lebron..adds nothing to our infrastructure ..if you have expendable income, you shop and contribute...you can own property and not have expendable income....the lady who drove that car is insane...she should be locked up forever

Oh I think we do know. We have the experience to guide us.

No I don't think insane is the correct characterization of her motive. I suspect we will see more, perhaps soon.

The government will fight tooth and nail to keep taxes.

It took 108 years to get rid of this tax.

We are told inflation is nonexisistant for several years now. Or nearly so, the Cola's have been Zero for three of Obam's 7 years now and very small the other 4 years. Mean while Oregon's property tax move forward, compounding at 3% a year, year after year. Even when property values fell though the floor, the tax went up, always more.

There is not a Democrat in Salem that would reduce the property tax, no matter how big a sales tax you gave them, anymore than their peers in California do.

I do agree that property tax needs to be lowered if a sales tax is implemented.
