Actually, there is a string of emails where she and her staff discuss using the offsite server as a means to keep the emails from the public. She had the intent to retain at an unauthorized location, by definition. By what authority was she allowed to have this server? By rules in place since 2005, she had none. You asked what LAW she broke. She broke this one and several others. You can't pretend she didn't. Note: Colin Powell is having legal issues over his use of private server, too.
