Invite every desired free agent to Portland this week and I'd bet the current beautiful weather would give more than a few pause for thought. Most don't know anything about the city, other than what they might briefly see during the (usually wet) basketball season. They have no clue how much better we have it than most places. But then, most aren't old enough to appreciate that kind of thing yet.....Back when we drafted Bill Walton, he was also drafted by San Diego (his hometown) of the old ABA. There was some concern over whether we would be able to sign him, but they brought him up here during a similar run of great weather and it sold him in a heartbeat. He had no idea this kind of place existed. I think the Blazers need to make as much effort to sell the city to free agents as they do selling the team. It's a powerful combination at this particular time.

I have formulated my official predictions using my crystal ball of Warrior fan tears

-On July 1st at 2:00pm PT, the Blazers sign Hassan Whiteside to a 4 year deal starting at $21M per year.
-On July 2nd, the Blazers trade Mason Plumlee to the Pacers for a 2017 1st Round Pick and Joe Young.
-On July 2nd, the Blazers sign Jared Dudley to a 2 year deal starting at $7M a year with a player option.
-On July 3rd, the Blazers agree to a 3-team trade. Meyers Leonard and the 2018 CLE Pick head to the Nets on a 4 year, $16M per year contract. The Nets send Brook Lopez to the Dallas Mavericks. The Mavericks send Chandler Parsons to Portland (on a 4 Year Max Contract) and their 2017 1st Round Pick and AJ Hammons to Brooklyn.
-On July 7th, Portland, Brooklyn, and Dallas officially execute the Leonard/Parsons/Lopez trade.
-On July 8th Portland signs Moe Harkless (3 years, $30M) and Allen Crabbe (4 years, $54M).

    PG Lillard (36) / McCollum (12) / Young
    SG McCollum (24) / Crabbe (24) / Connaughton
    SF Parsons (30) / Harkless (18) / Montero / Layman
    PF Aminu (28) / Dudley (20) / Alexander
    C Whiteside (30) / Davis (18) / Vonleh

I'll bump this again when it happens!

When doing a sign and trade (as in your Leonard for Chandler deal) the resigned player only counts as 150% of the prior year's salary for matching purposes. So that particular trade wouldn't be permitted under the cap.

    Good effort though.

What do you mean? The new contract doesn't apply when matching the salary in a sign and trade?

Nope--the Base Year Compensation rule would apply.

    http://www.cbafaq.com/salarycap.htm#Q89

I mis-quoted, however. It's not 150% of the old salary, but 50% of the new salary, that would be considered our outgoing salary in a sign-and-trade deal involving Leonard if the new contract would put us over the cap. So, if we re-sign him to a new deal starting at $12M, we consider $6M as the outgoing value, and can only take $9M (150%) back.

The last CBA made Sign&Trades less likely because they eliminated the 'full Bird right' raises if I understand correctly. If you were going to sign and trade someone, they could only get the raises that another team could offer them, not the higher amount his former team could offer if they were to keep him. Combine that with the limits on base-year players and that is part of why you don't see nearly as many S&T deals as we used to.

Our two big signings this year will be guys who have had history of knee issues? Scary.

I was walking through a poor neighborhood a month ago picking up trash with my kids. Someone I had seen from baseball saw me and thought I was serving time doing community service.

Yeah that is why I was glad we did not go after Durant. 3 foot surgeries in one year is a deal breaker.......

Aha, so that trade would hypothetically work. You could sign and trade $15M+ to for $21M even if ya want to go over the cap.

Therefore, we could pursue a 2nd lower max free agent without having to renounce guys because we could sign and trade Meyers for them.

No, you couldn't. If you signed him for $15M, his outgoing salary value for us would only be $7.5M, so the most we could bring back would be $11.25M.

Max incoming = 150% of outgoing. Outgoing = 50% of new according to BYC rule. Therefore, incoming contract values can only = 75% (150% x 50%) of new contract value being sent out on a sign & trade.

Blazers today amended contract of forward Cliff Alexander, moving his guaranteed date from June 30 to July 25.

Why? They want to keep cap flexibility (albeit 800k or whatever)

Oh, I think I misread it. I thought it said that his contract was guaranteed until 7/25, but I think it means that it won't become guaranteed until 7/25. Oops.
