Well the most substantive report on Benghazi stated the intelligence at the time was very confusing (i.e. not conclusive) due to completely different reports coming in simultaneously but the CIA decided there was enough sources reporting that the attack was due to the video to use that as the official statement. So initially the state department was going with what the intelligence community believed at the time. In short Benghazi was one of the those fuckups where there is no one place to put the blame considering all the factors involved. The GOP's attempt to pin it all on Hilary is just sad on multiple levels, considering that it continues the theme of the actual facts and findings being ignored for the sake of creating some kind conservative martyrs (which really devalues the lives actually lost in my mind).
