So while killing is obviously a violent act, I assume, the program includes everything from rape, physical attacks, kidnapping, murder to mass murder.

The CVE program is about prevent violent extremists and their supporters from radicalizing, recruiting, or inspiring individuals or groups in the United States and abroad to commit acts of violence. So killing isn't the only thing this program is centered around if that's what you're eluding too in your initial question about protesters. So, again, I wish the CVE program would do better work and focus on the domestic "democratic" terrorists causing violence in the cities they protest.
