Obama was at war for two full terms. Within a couple of weeks of winning his nobel prize, he was bombing 6 countries - 5 of those not being bombed prior. The last of Obama's bombs fell the day before he left office. We weren't bombing Iraq when he took office, but we are now. Due to the surrender.
Obama surrendered Iraq at the end of 2011. ISIS didn't exist prior, and the precursor to ISIS was just a few radical extremists who had no traction in gaining any kind of support.
