And then in 2015 they started automatically enrolling people to vote at the DMV and that cost Dudley the election in 2010. I will elaborate. 02 was a casual, "Do you want to register" and by 06 they assumed I did want to, more of a change in mind set by workers to make sure that if you received a license, they were doing their best to get people registered.
