Or more precisely, at first the project was funded by Republicans, and then when Trump became the nominee it was picked up by Democrats. David Corn of Mother Jones first reported on it in October 2016: So my bad, we didn't know it in March 2017. It was 5 months earlier.

You'd have to ask Buzzfeed why they published it. Lots of news organizations had it at that point but didn't publish it. As I understand it, Christopher Steele himself gave it to the FBI. Since he's a Brit, probably not that invested in who actually won. barfo
