You can prove a negative, but it's a rare logic situation where you can. "There are no unicorns." Prove it. You can't. Someone might produce an actual unicorn tomorrow. "Trump didn't collude with Russia." Prove it. You can't (absolutely). However, you can prove a positive. "There are unicorns." Prove it - here's one, examine it for yourself. "Trump colluded with Russia." Prove it - here's the smoking gun. You can go on trying to prove the negative for years without success. With all the subpoena power and hundreds of witnesses and untold number of documents, nothing. All this nonsense for months and you get a charge against Manafort for business deals from 15 years ago. Related question. When the government goes after a citizen like Mueller is doing, the financial cost to the citizen can be staggering. Lawyer bills, investigators, and so on. At some point you have to look at the fairness issue - unlimited government funds against the limited amounts even a $billionaire can afford. After an extended period, it starts looking like prosecutorial abuse rather than prosecution. Can’t get the guy on actual charges, but really want to get him badly - so make him spend his fortune on defense.
