As someone pretty familiar with how the nuclear part of our war-making machine works, I'd say that this is on the hyperbolic side. First, no one person gets to just "push a button" (the closest is the Weapons Officer, who literally pulls a trigger). You need two-person concurrence to give the order. If the President wants to, he has to get General Mattis or one of a select few people to concur. And in this particular case, against NK, if he did do so he wouldn't case a worldwide nuclear conflagration as Reagan would've if he'd have launched against Gorbachev or Kruschev v. Kennedy. Because there's no provocation for doing so, he would likely go to a UN War Crimes tribunal. Even the Most Powerful Man in the World (TM) has to follow international law. Now, I don't doubt that if NK launched on us or our allies, Trump is probably more likely than, say, President Obama or President Bush and their respective staffs to retaliate with a nuclear strike of our own.
If Trump wants to nuke NK and Mattis does not want to, doesn't Trump merely need to fire Mattis (and whoever else has any common sense) until he finds someone that also wants to nuke NK?
