I'm guessing the police there have no problem shooting first, asking questions later. Unlike our beat cops, theirs carry machine guns.
certain cartel areas are sketchy for sure....but El Salvador is more what you're describing. You don't want to wander around East Oakland on a Saturday night either

I've been to Mexico plenty. They have these little towers along the roads where cops watch the cars go by and often stop and search. The cops carry machine guns. It's rather scary when you go through a tunnel and see a car riddled with bullet holes at the other end and a bunch of cops with machine guns standing around.
Never had one of the Machine gun toting guys do it. Pueto Capitan, you bet. Fuel dock Gordo , you bet. Immigration official, you bet. The Machine gun toting guy was right out the door or close by. You learn to love the rule of law. Appreciating it's finer points.
