Weak case against them, but Becerra is known for over-reaching and abusing his office for political goals. Mugshots are public information and most counties already publish them county-wide and on the internet. Also, job and aid applicants are required to disclose convictions when applying, so the humiliation claim is bogus. Maybe if they claimed to be able to expunge them from the internet entirely it would be fraud.
