    I'd assume so.
    Being that it's not your home IP address, and your account doesn't have 'banned user' on it. You're not actually banned. If you were, your @HCP account wouldn't be accessible.
    There are a few things which pop into my head.
    Someone over the history of this website got ip banned from there.
    There have been a lot of 'spam accounts' from that ip address. So this site automatically blocks that ip.
    Or...
    As Julius said. The specific hotel blocks sites like this.

    If the hotel blocked it, it would more than likely be on the firewall which would look different than that screen.
