Let's assume that slightly more of Perot's votes would have gone for Bush than Clinton. That still means that Clinton would have won. Clinton only needed 7 Million of Perot's 19.7 Million voters to win the election, all other things being equal.
But then we wouldn't have had those great Clinton years, and I am being sincere. He was a great president. Better than Obama imo.
