I'm trying really hard to see a significant difference between actions by the Obama administration in taking out Usama bin Laden and Anwar Al–Aulaqi vs Trump's actions in targeting Soleimani. As I've said multiple times around here, I'm no Trump supporter, but I try to be a fair observer of these kinds of things. Here's a legal analysis from 2011 on bin Laden and Al-Aulaqi. I don't see that a very well defined "imminent threat" was asserted in either case.
