He is one of the police union leaders that needs to be moved aside in order for true reforms to happen. And he represents the kind of obstacle that may only be overcome by the threat of de-funding.

I think you're referring to a town where they reduced the financing of the police and focused it on other areas and the crime rate went down. I think I read about it at some time or another.
