I think it’s the combination of covid restrictions and social unrest that is driving people out of certain places. High taxes, crime, unemployment and homelessness were always factors in the back of people’s minds but the current climate seems to be the final straw for many. All I know is it’s crazy out here right now and it’s NOT a good time to be house hunting on a modest budget, which I currently am. Lucky me!

As far as big cities go, it's at least in part because the pandemic wrecked what was good about the cities, while preserving all the bad. For example you used to be able to go to the theatre if you lived in NYC, even though you had to put up with tiny apartments and high costs. Secondly, some companies, especially in the bay area, have said 'ok, you can work from home permanently'. And those people have realized that they can live somewhere much cheaper. Plus there have been a lot of layoffs, and presumably a few of those people found new jobs in new places. Finally, it's simply caused some people to reevaluate what is important to them and what isn't, to face mortality, etc. barfo
All the prisoners released for covid crowding have burned through the 1200 stimulus package and gotten distracted from finding a rental by the street parades and free stuff!

From my perspective, the bad is homeless drug addicts shitting on sidewalks and now we have destructive protesters destroying property. I would look to the local government to clean that up. But they don’t do shit.
