I like bringing back Nic..... he could play backup point guard but he could play multiple positions. With that said, the guy was absolutely awful last year. He had a massive drop off from 2018-2019 to 2019-2020.

No, we don't know that he chased him. We do know, however, that the Clippers were a better team last year, are in a more desirable location, and are expected to be contenders this season, so it's highly probable that no amount of chasing would have resulted in Ibaka choosing the Blazers.

His salary charge would put them about 2M below the threshold. So if they are avoiding the tax, the BAE is dead for now. They could squeeze in another vet minimum or Gabriel. They might actually a little more room because the salary number for Nurkic is all over the place
