I saw that tweet. I just don't see the advantage for russia. Also I think that Ukraine was too cautious at Lyman and Izium and let a lot of russians escape.
Russia could either want to draw them into a drawn-out fight with lots of causalities to Ukrainians and expendable mobilized Russians and destruction to the city, or be trying to make Ukraine focus more forces on the area and attack from elsewhere. Whatever the reason, I'll trust the intelligence sources rather than what Russians say.
