It means that Dame/his agent are not vulnerable to penalties from the NBA because the Blazers publicly talked about the trade demand.

you are aware that Dame's agent has explicitly said he's been telling other teams that Dame has no interest i playing for anybody other than Miami and would be unhappy if they traded for him. Again, it was Dame's agent and he said that it's not a stretch at all to believe that Dame's camp went one step further BTS and threatened he wouldn't show up for other teams.
