And it isn't just America that is responsible. Mexico has been dumping raw sewage just south of San Diego for decades, with little or no attempt made to fix the problem, despite intense pressure by the US. British Columbia has settled for basic primary treatment of its sewage, also for decades. Meaning that billions upon billions of partially treated wastewater has been pumped into the Straits of Juan De Fuca to be "diluted". They are only now in the midst of upgrades that aren't scheduled to take effect until 2026. Guess which state(s) are sandwiched between the pollution from those two countries?? When entities in Oregon (especially the big ones) violate, they get a slap on the wrist (if even that). It's the little polluters who pay the price because they can least afford to fight it. Money talks, bullshit ends up on the beach........
Actually it was Cambodia that accepted big bucks to dump garbage from my recollection. International waters nobody cares.
