Typically, NTCs can't be moved because the underlying player is getting paid the max. There are plenty of implied NTCs that do get traded, like players that are on the QO after their rookie contracts - because their deals are smaller. Not that Dame is gonna get traded anyways, this is clearly bigger than basketball.
There's no reason to ever want to trade the best player who ever played for us. The no trade clause is insignificant.

I don't see a problem with Jrue/Scoot/Dame. When Dame is able to play again, he'll be an amazing microwave shooter off the bench. I definitely don't want a hobbled Dame running the old Dame-centric offense. I hope to god the Blazers have moved past that type of offense with the players we currently have.

I'm as big a Dame fan as anybody but I'm not really crazy about giving him a full MLE deal. Seems a bit much considering Dame makes the same salary with the MLE or a vet minimum. Maybe there were other competitors offering the MLE This clearly knocks Portland out of any chance at clearing the space necessary to extend Avdija. But maybe, probably, almost certainly, Avdija was going to be UFA in 2028 in any case
