No, the Blazers cannot use a Disabled Player Exception (DPE) for Lillard. While Lillard is recovering from an Achilles tear and likely won't play this season, the DPE requires the team to have an open roster spot to use it, and the Blazers currently have a full roster.

not sure about that clause of the DPE I do know the provision has a clause, at least it did in the last CBA, that the player must have been on the team applying for the exception when the injury occurred. Portland signed Lillard knowing about his injury. They can't get a DPE for him
Correct. Also the DPE is just a way to sign a player to a contract (similar to the MLE). It does not create any extra roster spots (again similar to the MLE).

Weber State just hired Dame to be GM of their basketball program while he rehabs...so he'll be an assistant coach for Chauncey, a mentor to our players and a GM of Weber State...that's a lot of paychecks
It's interesting but not sure the GM thing for Webber State is all that practical. I guess he can add some pull for the school and can certainly elevate their overall exposure at times.
