Good Tutorials you can learn how to make textures from there and learn how to make them as well as patterns and effects. I'm still a begginer, but I learned by tutorials and playing around with the tools and filters.

Signature Tutorial | Or, you could visit Good-Tutorials.com and view some of the things they have to offer. My best choice would be to master the JBB Signature Tutorial first, and then move onto more difficult backgrounds, and the such.
