I do not really like this NBA policy. I think that a coach should be fined if he makes comments directly questioning the referees' intergrity. I think that it would be a good example to set socially for the NBA if it encouraged coaches to constructivly point out calls that were not made or made erroneously. If a coach starts say things, such as: "Those refs did a bad job" or "those refs were doing this and that", then he should be fined. However if a couch says: "Well the was a call that was not made under these and these circumstances. If it occurred differently, then the outcome of the game would have been different", by he should not be fined.
