No, no it wouldnt. I've seen plenty of these petitions over the years, and they never achieve anything. Unless the petition is in writing, the Networks wont even bother too look at it.
I dont think the networks could even afford it. considering footy, rugby, soccer and even swimming are covered more than basketball, networks would beleive it a risk to have NBATV, basically they beleive they wouldn't proffit from it. I've also seen many online petitions but none have seemed to work. If you have alot of money you can get American cable.
You'll never see NBA TV on free to air networks, so get that idea out of your head. The chances of it being on cable are slim to none, at most you can ask for is extended coverage, like say 3-4 extra games a week on Fox Sports or ESPN. But as I said, the government/networks dont read online petitions, they only accept hand written signatures, thats the only time you'll get somthing done, so until that happens, dont bother trying.
Yer i doubt any baller would go around gettin signatures. Sigh....How i'd love nba tv on optus/foxtel. $40 a month for 1-2 games a week isnt worth it
