Instead of the tickets going to brokers or being sold on various Web sites for several times the face value, Cuban is considering a lottery system that requires winners to present their ID at the arena to receive their tickets. He added the team's corporate partners could defray part of the cost. "We haven't been able to find a good solution and create a win-win [situation]," he said. "First, it has to go seven games. So does that mean the games at Dallas aren't sellout crowds? That sucks. Its the finals and the Mavs can't even fill an arena. =(

Im guessing he is just saying this because chances are the series wont go 7
It's not because they can't sell out, it's probally because they havent sold the tickets yet for game 7 and game 6 is probally already sold out so they can't just take away the tickets from the people who have already bought the tickets and give them away for free, they have to do it at an event where there will actually be tickets available.
